how do you make facepaint or where can you buy it. holloween season is out so walmart dont have it that i can find

Local Army/Navy Surplus store has some if you like green black and brown/tan.

Have painted more little faces than care to count.  Kids events. I just use regular acrylic paint, haven't had any reactions yet. don't get it near the eyes or mouth.  Out little walmart carries little flip top jars ( like paint by no) in a set of 4-6 colors, find it in the craft sections.  It is a lot thinner and diluted if you are wanting to do any details.  If you are wanting black and red there is always the old lipstick and eyeliner!  course you have rosy cheeks for a few days when take it off!
