At the bottom of the page, it makes reference to an item called a "neck stock" that sounds very much like a scarf. It doesn't seem out of the question that someone in the wild country would make one out of whatever material was at hand.

here`s a site that sells neck stocks  , http://jas-townsend.com/product_info.php?cPath=1_17&products_id=489     , the ones they have a black or white linen !other materials were used , stiff leather in particular for the military , as it tended to provide some protection to the neck from bayonet and saber attacks !  whatever the guy in the photo is wearing it is definitely not a neck stock ! I tend to agree with those who think it`s a scarf !

Just a tid bit I was once told that "leather neck" is a term that comes from the leather neck stocks worn by the Marines in the early years.
